Located in Chicopee, MA WestComm has a staff of 24 personnel providing 24/7/365 emergency communications services to the community.

HISTORY

In 2018, the Western Massachusetts Emergency Communications District (WESTCOMM) was formed pursuant to M.G.L. Ch. 6 Sect. 18. In March of 2019 the District hired its first Executive Director. In August of that same year, Westcomm consolidated the City of Chicopee’s police and fire dispatch and began providing 9-1-1 dispatch services to the City. In December of 2019, Longmeadow police and fire joined Westcomm and it became a true Regional Emergency Communications Center (RECC). A short six months later, the Town of Monson signed on as a member of the District. The Town of East Longmeadow followed suit in July of 2020. The Town of Ware joined the District in December of 2021. In July of 2023, the Hampden County Sheriff’s contracted with WESTCOMM for dispatch services.

 

GOVERNANCE

The District is governed by a Board of Directors and the Executive Director. The Board of Directors consists of an appointee from the Mayor of Chicopee and the Town Manager or Town Administrator from each additional community.

 

BUILDING PROJECT

Not long after WESTCOMM opened in its current location inside the Chicopee Public Safety Complex, it became clear that the space would not be adequate. WESTCOMM purchased a stand-alone building located at 645 Shawinigan Dr. in Chicopee. The property will be undergoing a $16,000,000 renovation into a state-of-the-art regional emergency communications center. The District will go out for bond for the cost of the renovation and apply for annual Development Grant funding through the State 911 Department to repay the bond, therefore eliminating the need for the member municipalities to be financially responsible for the renovation.

 

FUNDING

The District receives enormous financial support from the State 911 Department in their quest for regionalization through programs like the Development Grant and the Support and Incentive Grant. These grants are funded annually by the cell phone surcharge. Any additional funding is provided through community assessments. The assessments are based on the percentage of population and call volume of each community.
